Setting the Solid Waste Service Fee portion of the Recycling and Solid Waste Service Fee for 2018.
Body
WHEREAS, the City of Saint Paul will initiate a system of the organized collection of solid waste in 2018 for residential buildings with one (1) to four (4) units; and,
WHEREAS, the City is responsible for developing a long-term financing mechanism to fund its solid waste management programs; and,
WHEREAS, Ramsey County has authority, pursuant to Minnesota Statutes Sections §473.811 and §400.08, to collect just and reasonable rates and charges for solid waste management services provided by the County or by others under contract with the County; and,
WHEREAS, the City desires to finance its organized solid waste program by assessing individual property owners for the administrative costs of the program utilizing Ramsey County’s solid waste management service charge authority under contract with the County; and,
WHEREAS, the City set the Recycling Service Fee portion of the Recycling and Solid Waste Service Fee for 2018 in Res PH 17-298; and,
WHEREAS, a fee of $24.60 per unit for residential buildings with one (1) to four (4) units will allow for the proper administration of the organized solid waste program in 2018;
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul does hereby adopt the 2018 Solid Waste Service Fee portion of the Recycling and Solid Waste Service Fee for 2018 at $24.60 per unit for residential buildings with one (1) to four (4) units.
