Title

Amending the financing and spending plans in the Department of Parks and Recreation in the amount of $925,811 to include Minnesota Board of Water and Soil Resources for Disaster Recovery Assistance Program funds for the Lilydale Regional Park North Knob Stabilization project.

 

Body

WHEREAS, the City of Saint Paul applied for (CF #16-493) and was granted Minnesota Board of Water and Soil Resources (BWSR) for Disaster Recovery Assistance Program (DRAP) funds; and

 

WHEREAS, the City of Saint Paul is committed to providing safe recreational opportunities to its residents while protecting our natural environments, including the revered Mississippi River, making Saint Paul one of the most livable cities in the United States; and

 

WHEREAS, it is the desire of the Department of Parks and Recreation to accept the funds and establish a financing and spending plan for the Lilydale Regional Park North Knob Stabilization project; and

 

WHEREAS, the City of Saint Paul will utilize the funds to begin implementing recommendations in Barr Engineering’s Stormwater Management and Slope Stability Study of January 2015 to address unstable slopes and ravines along the Brickyard Trail area of Lilydale Regional Park; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $925,811 in excess of those estimated in the 2017 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, by the Council of the City of Saint Paul, upon the recommendation of the Mayor, and the advice of the Long Range Capital Improvement Committee, that $925,811 is available for appropriation in the 2017 Capital Improvement Budget, and said budget, as heretofore adopted by Council, is hereby further amended as outlined in the attached Financial Analysis.
