Title
Amending the spending and financing plans in the 2010 and 2017 Capital Improvement Budgets in the Department of Parks and Recreation, and giving permission for the proper city officials to enter into an agreement with the Metropolitan Council - Metropolitan Parks 2018 Capital Improvement Program for a total of $1,141,000 for Lilydale Regional Park, Sam Morgan Regional Trail, and Trout Brook Regional Trail projects.

WHEREAS, Saint Paul Parks and Recreation has applied for (CF 15-279) and received Metropolitan Parks Capital Improvement Program (CIP) appropriation in the total amount of $1,141,000 for Lilydale Regional Park continued Master Plan implementation ($845,000), Sam Morgan Regional Trail Lower Landing Improvements ($196,000), and Trout Brook Regional Trail stream restoration ($100,000); and

WHEREAS, it is the intention of the Department of Parks and Recreation to amend the 2010 and 2017 Capital Improvement Budgets (CIB) by increasing the spending and financing plan by $1,141,000; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $1,141,000 in excess of those estimated in the 2010 and 2017 Capital Improvement Budgets; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $1,141,000 is available for appropriation in the 2010 and 2017 Capital Improvement Budgets, and said 2010 and 2017 budgets, as heretofore adopted by the Council, is here by further amended as indicated on the attached financial analysis; and be it

FURTHER RESOLVED, that Council authorizes the appropriate City officials to enter into an agreement with the Metropolitan Council- Metro Parks for the aforementioned funding.
