Title

Amending the 2017 City budget in the amount of $13,000,000 to accept a grant from the State of Minnesota for the renovation of the Science Museum of Minnesota; and approving and authorizing execution of State Grant Agreement and other necessary documents in connection therewith (District 17, Ward 2).

 

Body

WHEREAS, in 2017 the Minnesota Legislature approved a GO Bond Grant of $13,000,000 (the “Grant”) for the renovation of the Science Museum of Minnesota in downtown Saint Paul (“Project”), in Minn. Laws 2017, Special Session, Chapter 8, Article 1, Section 20, Subd. 20; and

 

WHEREAS, City of Saint Paul staff has negotiated the terms and conditions of a Lease / Use Agreement with the Science Museum of Minnesota and other related documents (collectively, the “Lease / Use Documents”) and a Grant Agreement for the Renovation, and other related documents with the Department of Employment and Economic Development for the State of Minnesota (collectively the “State Construction Grant Documents”); and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $13,000,000 in funds are available for appropriation in excess of those estimated in the 2017 budget and recommends the changes to the 2017 budget identified on Attachment A; and

 

WHEREAS, a public hearing on this resolution was held before the City Council on this date, October 18, 2017, and the City Council finds a public purpose for the actions taken in this resolution.

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint Paul hereby accepts the Grant from the State of Minnesota, approves the use and operation of the Science Museum of Minnesota for purposes of the State Program as described in the State Construction Grant Documents, approves the Lease / Use Documents and the State Construction Grant Documents, and the proper officials of the City are hereby authorized and directed to execute the Lease / Use Documents and the State Construction Grant Documents on behalf of the City; and

 

BE IT FURTHER RESOLVED, that the City Council approves the changes to the 2017 budget as identified in Attachment A; and

 

BE IT FURTHER RESOLVED, that City staff and legal counsel for the City are further directed and authorized to take all actions necessary to implement this Resolution and the City’s Director of Department of Planning and Economic Development is authorized to execute such documents, consents and instruments in connection therewith including without limitation annual approvals of operating budgets of the Project’s operator and other actions required by the State Construction Grant Documents.
