Resolution Authorizing HRA Staff to Apply to Ramsey Community and Economic Development to Act as Servicer for the Ramsey County Residential Rehabilitation Deferred Loan Program and the Minnesota Housing Finance Agency Fix Up Loan Program in Greater Ramsey County, Citywide

WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the "HRA") was approached by Ramsey Community and Economic Development, asking if the HRA would be willing to act as servicer for the Ramsey County Residential Rehabilitation Deferred Loan Program and Minnesota Housing Finance Agency Fix Up Loans in greater Ramsey County, outside the borders of the City of Saint Paul; and
WHEREAS, HRA staff is recommending authorization to apply to expand the homeowner rehabilitation programs to include Greater Ramsey County;
NOW, THEREFORE BE IT RESOLVED, that the HRA Board of Commissioners takes the following action:
1. Approves and authorizes staff to apply to Ramsey Community and Economic Development to act as servicer for the Ramsey County Residential Rehabilitation Deferred Loan Program, and to the Minnesota Housing Finance Agency to expand service boundaries for Fix Up Loans to include Greater Ramsey County.
2. Authorizes the HRA Executive Director or designee to finalize terms, conditions and other provisions for HRA to service loans in Greater Ramsey County.
3. Authorizes the HRA Executive Director to execute all agreements, documents and instruments needed to implement this Resolution.
