Approving the use of grant funds through the Neighborhood STAR Year-Round Program for North End banners.
Body
WHEREAS, on August 9, 2017, the Neighborhood STAR Board reviewed a proposal from the District 6 Planning Council for STAR grant financing through the Neighborhood STAR Year-Round Program to purchase and install banners in Saint Paul’s North End neighborhood; and
WHEREAS, this project will positively impact the North End community with the addition of attractive banners in wards1 and 5; and
WHEREAS, the Neighborhood STAR Board rated this project a 4.7 on a scale from 1 (low)
to 5 (high); and
WHEREAS, due to the proposal being of substantial community significance, a waiver to the Neighborhood STAR Guideline requirement of a $1 for $1 private match is being recommended; and
WHEREAS, a waiver to the Neighborhood STAR Guideline requiring improvements be permanently affixed is also being recommend; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $1,440 in grant financing through the Ward 1 Neighborhood STAR Year-Round Program and up to $7,581 in grant financing through the Ward 5 Neighborhood STAR Year-Round Program; now be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
