Comments:  Moriarty said that when she saw "car seat" on the SAO, she assumed it meant a baby car seat.  But, the picture she and I looked at in STAMP showed an actual adult seat for a vehicle.  Moriarty said that seat was for her obese son to use.  In addition, Moriarty's daughter did not open the mail while Moriarty was away, so the SAO was not seen in time. When it turned into an assessment, Moriarty received the assessment hearing information in time, she returned the gold card, but she assumed she would get something forthcoming in the mail, which is not the case.  Moriarty is not disputing that the work was done, and the items are not a result of dumping.

This assessment was already adopted and we're giving her a second chance to be heard.  This case will not be rescheduled because this is a second hearing opportunity and the assessment rolls must be certified shortly.  The recommendation is to ratify, reduce or delete the assessment will be written using the results of this hearing. -MM
