Amending the 2017 budget in the amount of $12,000,000 to accept a grant from the State of Minnesota for the construction of the Dorothy Day Opportunity Center, and approving and authorizing execution of State Grant Agreement, Ground Lease, Lease/Use Agreement, and other necessary documents in connection therewith (Ward 2, District 17).

Body
WHEREAS, in 2017 the Minnesota Legislature approved a GO Bond Grant of $12,000,000 (the “Grant”) for the Saint Paul-Dorothy Day Opportunity Center to predesign, construct, furnish, and equip an opportunity center to serve as an integrated one-stop delivery system connecting persons at risk of becoming homeless, and persons working to move up and out of homelessness, and to provide services that improve their health, income, housing stability, or wellbeing (“Project”), by Minnesota Laws of 2017, Chapter 8, Article 1, Section 17, Subd. 7; and

WHEREAS, City of Saint Paul staff have negotiated the terms and conditions of a Ground Lease and a Lease/Use Agreement with Dorothy Day Opportunity Center, LLC, (“Developer”)(Catholic Charities is the sole member of the Developer), and other related documents (collectively, the “Lease Documents”) and

WHEREAS, City of Saint Paul staff have further negotiated the terms and conditions of a General Obligation Bond Proceeds Grant Agreement-End Grant and other related documents with the Department of Human Services for the State of Minnesota (collectively the “State Grant Documents”); and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $12,000,000 in funds are available for appropriation in excess of those estimated in the 2017 budget and recommends the changes to the 2017 budget identified on Attachment A; and

WHEREAS, a public hearing on this resolution was held before the City Council on this date hereof, September 20, 2017, and the City Council finds a public purpose for the actions taken in this resolution.
