Approving adverse action against the Taxicab Vehicle license #1584 held by Abdulkadir Omar, d/b/a Midwest Star Taxi.

WHEREAS, the Taxicab Vehicle license #1584 held by Abdulkadir Omar d/b/a Midwest Star Taxi (License ID# 20150002338) for the City of Saint Paul was the subject of a Notice of Intent to Revoke License dated August 22, 2017; and
WHEREAS, the Notice stated the owner of the taxicab service company the licensee was affiliated with had fallen below the minimum of five (5) taxicabs required to operate in Saint Paul per Saint Paul Legislative Code § 376.17(a)(2); and
WHEREAS, based on this information, the owner of the taxicab service company decided not to renew his license with the City of Saint Paul; and
WHEREAS, as a result, the licensee could no longer legally operate a taxicab in Saint Paul without an affiliation to a taxicab service company; and
WHEREAS, per Saint Paul Legislative Code § 376.17(c) the licensing office recommended license revocation; and
WHEREAS, the licensee did not respond to the Notice of Intent to Revoke License to request either a public or administrative hearing; and
WHEREAS, the Notice of Intent to Revoke License stated that if the licensee failed to request either a public or administrative hearing by September 1, 2017, that the matter would be placed on the next available consent agenda to impose the recommended penalty; now, therefore, be it
RESOLVED, the Taxicab Vehicle license #1584 held by Abdulkadir Omar d/b/a Midwest Star Taxi (License ID# 20150002338) for the City of Saint Paul is hereby revoked.
