Encouraging downtown property owners to develop shared arrangements for skyway security and requesting the Department of Safety and Inspections to engage all skyway easement property owners and skyway users of changes to the skyway code. 

 

Body

WHEREAS the City Council is invested in making downtown Saint Paul vibrant, safe, and accessible; and

WHEREAS the City has passed ordinance changes to the skyway code that clarify standards for building security and the code of conduct; and


WHEREAS these skyway changes impact downtown skyway easement owners, as well as individuals who work in, live and visit downtown Saint Paul;


WHEREAS the City Council recognizes that maintaining skyway security is a private-public partnership that requires significant private investment and that downtown building owners vary in their capacity to make those investments;


NOW THEREFORE BE IT RESOLVED that the City Council encourages downtown business owners to share security resources, for a more economical and coherent security system; and


BE IT FURTHER RESOLVED that the City Council asks that the Department of Safety and Inspections to conduct engagement activities with skyway easement property owners to educate them on changes to the skyway code and their responsibilities and a plan to make skyway users aware of the code of conduct changes.
