Ratifying the assessment for the improvements on White Bear Avenue from I94 to Beech. (File No. 19197, Assessment No. 165207)

 

Body

WHEREAS, the Saint Paul City Council in Council File RES 17-1328 accepted the Report of Completion for the assessment of benefits, cost and expenses for constructing new bituminous surfaced street with concrete curb and gutter, concrete driveway aprons and outwalks, and boulevards landscaped with sod and trees.  The lights were replaced with new lantern style street lighting systems as part of the project. New traffic signals constructed at the intersections with Old Hudson Road and Third Street. In addition, appropriate storm and sanitary sewer main repairs, lead water services in the right of way, and sanitary sewer service repairs at the request of property owners.

 

Also as part of the project, pedestrian ramps were updated to current ADA standards, with 2 separate ramps in line with the sidewalk in both directions, and truncated dome surfaces.  Concrete sidewalks along White Bear Avenue replaced and widened where necessary.

 

In addition, Accessible Pedestrian Signals and Pedestrian Ramps were constructed at the intersections of White Bear Avenue and the I-94 ramps.

 

This was a Ramsey County project and was designed by them and they performed the construction administration.  The majority of the project was also funded by Ramsey County; and

 

WHEREAS, the City Council held a public hearing on October 4, 2017 to consider ratification of the assessment roll; and

 

WHEREAS, the City Council considered and found satisfactory the assessment of benefits, costs and expenses for the construction work; now, therefore be it

 

RESOLVED, that the said assessment is hereby in all respects ratified.

 

RESOLVED FURTHER, that the assessment be made payable in twenty (20) equal installments.
