Title

Amending the financing and spending plan in the Department of Parks and Recreation, in the amount of $75,000, to develop and install Takraw Courts at Duluth and Case and Marydale Parks.

 

Body

WHEREAS, the Minnesota Humanities Center pursuant to Laws 2017, chapter 91, article 4, section 2, subdivision 8, as part of the Arts and Cultural Heritage Legacy funding, awarded $75,000 to the City of Saint Paul or Ramsey County, to develop and install activity facilities in parks for Takraw Courts that are reflective of the current demographics; and

 

WHEREAS, by letter dated June 14, 2017, Ramsey County granted support to the Department of Parks and Recreation to take the lead on the utilization of the granted funds for said courts within the St. Paul parks system; and

 

WHEREAS, said funding will be utilized in addition to the existing $100,000 funds which satisfies the minimum 25% required match for funding; and

 

WHEREAS, it is the desire of the Department of Parks and Recreation to amend the financing and spending budget for the project in the amount of $75,000; and

 

WHEREAS, the City will need to enter into a grant agreement which may include an indemnification clause, and the City Council finds that the expenditure of money which includes the promise of future indemnification, serves a public purpose in that the installation of Takraw courts will allow the Department to serve a more diverse population;  and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $75,000 in excess of those estimated in the 2017 Capital Improvement Budget;  now, therefore, be it

 

RESOLVED, that the appropriate city official are authorized to enter into such agreements as may be required to accept the $75,000, which may include an indemnification provision; and be it

 

FURTHER RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $75,000 is available for appropriation in the 2017 Capital Improvement Budget, and said 2017 budget, as heretofore adopted by the Council, is hereby amended.
