Authorization to Lease 168 Front Avenue to District 6 Planning Council, North End District 6, Ward 1

WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (“HRA”) owns the property at 168 Front Avenue (“Property”) which is a vacant lot located at the southeast corner of Front and Albemarle and across the street from the District 6 Planning Council offices at 171 Front Avenue; and

WHEREAS, District 6 Planning Council was approved for STAR funds for development of the gardening site at 168 Front Avenue for which site control of the following property was required: :

Lots 11 and 12, Block 2, Weide’s Addition and Re-Arrangement of Paist’s Outlots, except the East 30 feet of said Lots 11 and 12 and except the South 11.5 feet of said Lot 12, Ramsey County, Minnesota; and

WHEREAS, in accordance with the HRA Disposition Policy, notice of the conveyance of the Property was posted for 45 days and no competing proposals were submitted; and

WHEREAS, after further consideration District 6 Planning Council would rather lease than acquire 168 Front Avenue for garden purposes, District 6 Planning Council would prefer a ten year lease for purposes of gardening and to assure compliance with site control required under STAR guidelines; and

WHEREAS, after publication of the notice of sale, a public hearing was held on the resolution for lease rather than conveyance of the Property, and the HRA Board finds a public purpose for the actions taken in this Resolution.

NOW THEREFORE BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, as follows:


1. That the lease of the Property to District 6 Planning Council is approved on the terms set forth, and that a License Agreement is authorized by the Board of Commissioners to be executed on its behalf by the Chairperson or his or her designated Commissioner of the HRA.
