Amending the financing and spending plan in the Department of Parks and Recreation by adding $25,000 to include a Toro Urban Park Innovation Award grant from The Toro Company for the Parque Castillo Play Area and Splash Pad project.

WHEREAS, the Toro Urban Park Innovation Award, sponsored by The Toro Company, recognizes innovation in park management and practices; and

WHEREAS, the Department of Parks and Recreation was selected to receive $25,000 for the Parque Castillo Play Area and Splash Pad project for the important role it plays in bringing its communities together through recreation and arts integration and for its ability to demonstrate excellence in park design and programming; and

WHEREAS, the award will support a mural by Artist Craig David that will convey the significance of Nicolas Castillo, a community activist and namesake of the park, as well as other community members and events that have shaped the neighborhood; and

WHEREAS, it is the desire of the Department of Parks and Recreation to accept the funds and amend the financing and spending budget for the Parque Castillo Play Area and Splash Pad project; and

WHEREAS, this grant does not require matching fund but may include an indemnification clauses; and

WHEREAS, there is a public purpose for the promise of indemnification because the funds support the opportunity to improve the park; now, therefore, be it

RESOLVED, by the Council of the City of Saint Paul, that support is hereby granted for the Department of Parks and Recreation to accept allocated funds from the Toro Urban Park Innovation Award and enter into grant agreements, that may include an indemnification clause, by the proper City of Saint Paul authorities in compliance with all applicable laws; and be it

FUTHER RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $25,000 is available for ap...
