Title

Approving the use of Neighborhood STAR Program grant funds for the 2017 Right-of-Way Maintenance program.

 

Body

WHEREAS, the 2017 Adopted Budget included STAR revenues reserved in contingency for funding a portion of the 2017 Right-of-Way maintenance program; and

 

WHEREAS, on May 24, 2017, the Neighborhood STAR Board reviewed a proposal from the City of Sant Paul Parks and Recreation and Public Works Departments for STAR grant contingency funds through the Neighborhood STAR Program for the Public Works Mill and Overlay Program, the Sidewalk Reconstruction Program and to purchase stump grinders for the Parks Department; and

 

WHEREAS, this project will positively impact the City of Saint Paul; and

 

WHEREAS, the Neighborhood STAR Board rated this project a 3.0 on a scale from 1 (low)
to 5 (high); and

 

WHEREAS, due to the proposal being of substantial community significance, a waiver to the Neighborhood STAR Guideline requirement of a $1 for $1 private match is being recommended; and

 

WHEREAS, waiving the Neighborhood STAR Guideline requiring City Departments partner with an outside neighborhood organization or community group is also being recommended; and

 

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $1,766,611 in grant financing through the Neighborhood STAR Program; now therefore be it

 

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it

 

FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
