Title

Directing the Department of Public Works to include traffic circles at the intersection of Idaho and Atlantic, and at the intersection of Idaho and Chambers in the 2017 Saint Paul Streets Program (2017 SPS).

 

Body

WHEREAS, on April 12, 2017, the Council adopted RES PH 17-73 which was a Final Order approving the reconstruction of streets in the 2017 SPS Program; and

WHEREAS, the proposed project included traffic circles from the intersections of Idaho and Atlantic and Idaho and Chambers; and

WHEREAS, the Council, following a public hearing removed the above-named traffic circles from proposed project and adopted the remainder of the project; and

WHEREAS, the Council would now like to include traffic circles at the intersections of Idaho and Atlantic and Idaho and Chambers as part of 2017 SPS because they were included in the original plan as part of making Idaho a “bicycle boulevard” consistent with the Council-adopted St. Paul Bicycle Plan; and

WHEREAS the Department of Public Works recommended the inclusion of the traffic circles in order to reduce traffic speeds and improve safety for all roadway users, consistent with their experience of 25 other traffic circles in existence in St. Paul; and

WHEREAS, the inclusion of the traffic circles will not change the amount of any assessment that will be imposed on property owners; now therefore be it

RESOLVED, that the Council hereby requests the Department of Public Works to include traffic circles at the intersections of Idaho and Atlantic and Idaho and Chambers as part of the 2017 SPS program.
