Title

Approving the use of funds for a police camera and fencing through the Ward 6 Neighborhood Star Year-Round Program.

 

Body

WHEREAS, on April 12, 2017, the Neighborhood STAR Board reviewed a proposal for STAR grant financing to install a police security camera at East 7th and Forest Streets and a grant proposal to extend fencing near the Realife Cooperative of Phalen Village; and

 

WHEREAS, the Neighborhood STAR Board rated both projects on a scale from 1 (low) to 5 (high) with the security camera receiving a score of 3.35 and the fence project a 3.84; and

 

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these two activities by providing up to $14,193 in grant financing for the installation of a police camera on Seventh Street East and up to $10,000 in grant financing for the Phalen Village Cooperative Fence Extension proposal through the Ward 6 Neighborhood STAR Year-Round Program; and

 

WHEREAS, due to both projects being of substantial community significance, a waiver to the Neighborhood STAR Guideline requirement of a $1 for $1 private match is being recommended; now be it

 

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it

 

FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to execute this resolution.
