Pertaining to a Joint Powers Agreement between the Board and public agencies of jurisdiction to share the cost of improvements to the Sucker Lake channel between Sucker Lake and Highway 96 in Vadnais Heights.

WHEREAS, parkland within the Vadnais-Sucker Lake Regional Park is owned by the Board of Water Commissioners of the City of Saint Paul and managed by Ramsey County pursuant to a Joint Powers Agreement between the parties dated November 22, 1994 (“JPA”); and
WHEREAS, a channel of water between Highway 96 and Sucker Lake is situated within the Park and has been identified as an area requiring restoration due to active erosion; and
WHEREAS, Ramsey County has prepared plans and specifications for stream bank improvements that will mitigate the erosion and provide for park facility improvements; and
WHEREAS, agencies that would benefit from said improvements, which are the Board of Water Commissioners, Ramsey County, Vadnais Lake Area Water Management Organization, and Ramsey Conservation District, have discussed the project impacts and have recommended the following cost distributions of the estimated actual costs of the improvements, based on benefit to the parties:

WHEREAS, Ramsey County staff has prepared a Joint Powers Agreement which sets forth the above cost distributions, and other such terms and conditions necessary to construct the improvements and administer the funding distribution, and staff does recommend approval of said Joint Powers Agreement; now, therefore, be it
RESOLVED, that the Joint Powers Agreement between the Board of Water Commissioners of the City of Saint Paul, Ramsey County, Vadnais Lake Area Water Management Organization, and Ramsey Conservation District, pertaining to sharing the cost to the Sucker Lake channel between Sucker Lake and Highway 96 in Vadnais Heights is hereby approved in substantially the form submitted, and that the proper officers are hereby authorized to execute said Joint Powers Agreement on behalf of the Board, following approval by the assistant city attorney.
