Comments: Property is on the Behavior Complaint List due to the SPPD executing a search warrant on 2-27-16 that resulted in the recovery of controlled substances and drug paraphernalia inside the house. Found tires, wood, metal, windows, carpet, rug, etc. in the backyard and driveway areas.

History of Orders on Property:

01/09/2017: Send SA Trial Letter 01/09/2017: *Compliance Recheck - Found broken bikes, bike tires, wood, metal, tank, recycling materials, illegal storage unit (walls not constructed of solid materials), etc., in the backyard - send SA. Found Cadillac (Black) no plates - send VA. Found vehicle illegally parked in alley right-of-way - send CN. Met SPPD Officer Erik Diskerud at the property for the interior inspection. Found illegal bedrooms in the basement, overcrowding (7 adults living in the house, only 4 unrelated adults may live there), no smoke/CO2 detectors in the house, exposed wiring throughout the house, water damaged ceiling in kitchen, missing knob on bedroom door, deadbolt lock on a bedroom door, toilet plugged up - send CN.  Maintenance - Interior (Orders). Garbage/Rubbish (Summary Abatement) Vehicles (Orders)  Vehicles (Orders) 01/17/2017: *Recheck - Property still needs to be cleaned up, including the garage and attic. Cadillac has current tabs, vehicle w/Wisconsin plates no longer in the alleyway. Smoke detectors installed, light fixture in upper hallway installed, toilet unplugged, illegal basement bedrooms dismantled, ceiling in kitchen repaired, padlock removed from upper south bedroom. PO still needs to remove illegal bedroom set up in upper south bedroom closet; cap/cover light switch in lower hallway; remove deadbolt lock on upper east bedroom; install CO2 detector. SPPD found mirror with white powder residue on it in the upper south bedroom. PO given to 1-23-17 to be in full compliance. WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Property Clean Up services during January 3 to 31, 2017. (File No. J1709A, Assessment No. 178510) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
