Authorizing use of public art funds for existing art.

 

Body

WHEREAS, the Saint Paul Public Library Agency is remodeling the Rondo Community Outreach Library and construction costs are estimated at $500,000; and

WHEREAS, as part of the remodeling, the children’s area will be moved to a new location and SPPLA wishes to move a piece of the original art from the children’s area,  a sculpted tree wrapped around a structural column, to the new location but does not have sufficient funds to do so; and

WHEREAS, Saint Paul Administrative Code §12.03 requires that one percent (1%) of all eligible project costs be used for public art; and

WHEREAS, §12.03(1)  permits the director of the department responsible for the capital project to request approval of city council to use these funds to supplement other public art projects or public art maintenance within that department if the director determines that the funds cannot or should not be used in the specific project; and

WHEREAS, the Library Director has determined that: 1) leaving the existing art but moving the children’s area would not be in keeping with the spirit of the artist’s vision and that it would be a better use of the public art funds to allow their use to maintain the existing art; and 2) that the Library has no other funds to move the artwork; now, therefore, be it

RESOLVED, the City Council finds that the Library Director’s determination that the funds would be better used to maintain existing public art in the Rondo Outreach Library is reasonable and authorizes the use of the public art funds required by the ordinance to be so used.
