Title
Amending the financing and spending plans in the Department of Public Works in the amount of $899,000 in additional revenues and $5,740,954 for transfer of appropriations.
Body
WHEREAS, in a continuing effort by the Department of Public Works to effectively manage capital budgets, there is a need to rectify the financing and spending within several projects by adding revenues and transferring appropriations; and
WHEREAS, the Department of Public Works is recommending the following changes to resolve the financing and spending on these projects:
- Adding $11,500 of Trunk Highway funds to the Harrison Noise Wall project completed under the Local Street Alley Program.
- Adding $75,000 of Commercial Vitality Grant funding to the North Snelling 8-80 Project.
- Transferring $66,500 from Municipal State Aid (MSA) Contingency to the Warner Bridge Project.
- Transferring $4,200,000 from MSA Contingency to the Como Avenue - Raymond to Commonwealth Project.R
- Transferring $62,000 from MSA Contingency to the Como Avenue Lighting Improvement Project.
- Transferring $510,000 from MSA Contingency to the Eastbound Kellogg Bridge near RiverCentre Project.
- Transferring $100,000 from MSA Contingency to the Wabasha Street - Fillmore to Plato Project.
- Adding $53,000 of Ramsey County financing and $200,000 of Saint Paul Sewer financing to the White Bear Avenue - I94 to Beech Project and transferring $500,000 of excess MSA to MSA Contingency.
- Adding $42,000 of Ramsey County financing and $465,000 of Saint Paul Sewer financing to the Ford Parkway - Howell to Snelling Project and transferring $300,000 of excess MSA to MSA Contingency.
- Adding $52,500 of Ramsey County financing to the Lexington Crosswalks APS Project done under Signalized Intersection Improvement Program.
- Transferring $2,454 from MSA Contingency to the Cayuga Arkwright Project.
- Adjusting MSA Contingency for above transfers for a net reduction of $4,140,954.
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there is available for appropriation funds of $899,000; and
WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there is available for transfer of appropriation funds of $5,740,954; and
THEREFORE BE IT RESOLVED by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $899,000 is available for appropriation and that $5,740,954 is available for transfer of appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by this Council, be hereby further amended in the Improvements Budgets in the following particulars:
