Authorizing the Department of Parks and Recreation to apply for Federal Lands Transportation Program Alternative Transportation Program funding via the National Parks Service in the amount of $177,582 to provide funding for the Mississippi River Paddle Share project.
Body
WHEREAS, the Department of Parks and Recreation is proposing to submit application for the Mississippi River Paddle Share project in Saint Paul for possible Federal Lands Transportation Program (FLTP) Alternative Transportation Program (ATP) funding for the 2017 funding cycle with implementation 2017-2019; and
WHEREAS, the grant is available to public agencies to “preserve and protect resources while providing safe and enjoyable access within the National Parks by providing sustainable, appropriate, and integrated alternative transportation solutions”; and
WHEREAS, the project is within the NPS NRRA boundary, is in the NPS’ Alternative Transportation Plan 5 Year Plan, and the funding request will be sponsored and supported by the NPS; and
WHEREAS, the grant will cover all capital cost and operations and maintenance costs will be met by revenue generated through rentals or where that falls short through Great River Passage budget not to exceed $20,000 and no additional matching funds will be needed; and
WHEREAS, the City has determined a high priority in the Great River Passage Master Plan to “Expand the opportunity for nature based and river oriented recreation use” (p. 46) and Paddle Share will provide a distinct and significant recreation and transportation benefit to all users; and
WHEREAS, if awarded, the grant funds will supplement the existing Great River Passage funding and by 2018 enable a total of 32 kayaks and corresponding safety equipment, 6 storage stations, a web reservation system, 2 ADA accessible docks (2018), signage, marketing and promotion, and a means to generate the cost of operations and maintenance and revenue; and
WHEREAS, the project meets the conditions and requirements specified for eligibility of federal funding; now, therefore, be it
RESOLVED, by the Council of the City of Saint Paul, to authorize submission of the application for possible award of federal funds through the Federal Lands Transportation Program (FLTP) Alternative Transportation Program (ATP) grant program; and, be it
FURTHER RESOLVED, if project funds are awarded, that the Mayor and proper City officials are hereby authorized to execute agreements, which may include an indemnification clause, to accept and implement said project using granted funds.
