In the matter of reconstructing Como Avenue between Raymond Avenue and Commonwealth Avenue. The improvements include concrete curb and gutter, new bituminous roadway, some sidewalk improvements, ADA compliant pedestrian ramps, bike lanes and lantern style street lighting. The project includes the intersections of Como and Raymond and Como and Commonwealth. In addition, appropriate sanitary sewer repairs will be made, and storm sewer and sanitary sewer connections will be made at the request of property owners. Existing water main and services will be replaced where necessary.

On-street parking will remain on the north side of Como Avenue between Raymond and Commonwealth Avenue. Parking will be removed on the south side to allow for 6’ wide on-street bike lanes and wider boulevards. Two parking bays will be added on the south side where feasible in order to mitigate some of the parking loss.

Public art will be included in the project, following the procedures developed for the project. Funding for public art is 1% of eligible project funds, as determined by the Office of Financial Services per the City’s Public Art Ordinance.

WHEREAS, the Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice thereof having been given as prescribed by the City Charter; and

WHEREAS, the Council has heard all persons, objections and recommendations pertaining to said proposed improvement and has fully considered the same; now, therefore, be it

RESOLVED, that the Council of the City of Saint Paul does hereby order that the above-described improvement be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and ...
