Title

Accepting Contamination Cleanup and Investigation grants from the Department of Employment and Economic Development, and Livable Communities Demonstration Account Tax Base Revitalization account grants from the Metropolitan Council and amending the 2017 budget.

WHEREAS, the City Council on:

 

§                     April 20, 2016, by Resolution number 16-660, authorized the Director of the Department of Planning and Economic Development to submit applications to the Department of Employment and Economic Development for Contamination Cleanup and Investigation grants and to the Metropolitan Council for Tax Base Revitalization Account Program for the 2300 Territorial, 719 Payne, Dorothy Day Opportunity Center, RS Eden Workforce on Marshall, St. Paul Village, Thomas Avenue Flats, West Side Flats Phase III, 428 Minnesota, and Hamm’s Brewery sites;

 

§                     June 22, 2016, by Resolution number 16-1033, identified the need for Livable Communities Demonstration Account  and authorized the Director of the Department of Planning and Economic Development  to submit applications to the Metropolitan Council Livable Communities Demonstration Account funds for Dorothy Day Opportunity Centers, West Side Flats Greenway and West Side Flats Phase III;

 

§                     October 19, 2016, by Resolution number 16-1719, authorized the Director of the Department of Planning and Economic Development  to submit applications to the Department of Employment and Economic Development for Contamination Cleanup and Investigation Grants, and to the Metropolitan Council for Tax Base Revitalization Account Program Pilot and Contamination Cleanup grants for the 428 Minnesota Street, RiverEast School, Selby-Milton-Victoria, Empire Building, Degree of Honor Building, Hamm’s Brewery, Karibu Grocery and Deli, and Lexington Library sites; 

 

§                     October 20, 2016, by Resolution number 16-1720, identified the need for Livable Communities Transit-Oriented development funding and authorized the Director of the Department of Planning and Economic Development  to submit, on behalf of the City of Saint Paul, applications for  Metropolitan Council Livable Communities Demonstration Account and Tax Base Revitalization Account Transit-Oriented Development (collectively, “TOD”) funds for the Ain Dah Yung Center, Goodwill University  Avenue Properties, and Lexington Station Apartments; and

                     

WHEREAS, the Department of Employment and Economic Development and the Metropolitan Council has approved the following grant applications:

 

§                     Livable Communities Demonstration Account grants of $800,000.00 for West Side Flats III, of $662,000.00 for Dorothy Day, and of $800,000.00 for West Side Flats Greenway;

 

§                     Livable Communities Demonstration Account and Tax Base Revitalization Account Transit Oriented Development grants of $965,000.00, and of $413,365.00 for Union Flats (aka 2300 Territorial);

 

§                     Livable Communities Demonstration Account Transit Oriented Development Pre-Development and Livable Communities Tax Base Revitalization Transit Oriented Development Site Investigation grants of $50,000.00 for Goodwill University Avenue Project and of $28,500.00 for Ain Dah Yung Supportive Housing;

 

§                     Livable Communities Act Tax Base Revitalization Account grants of $340,800.00 for 428 Minnesota (former Woolworth Building), of $99,900.00 for Empire Building, of $128,200.00 for Hamm’s Brewery, and of $34,200.00 for Lexington Library;

 

§                     Contamination Cleanup and Investigation grants of $39,396 for Karibu Deli & Grocery, and of $175,950 for RiverEast School; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $4,577,311.00 in funds are available for appropriation in excess of those estimated in the 2017 budget and recommends the changes to the 2017 budget identified on Attachment A:

 

NOW THEREFORE, BE IT RESOLVED, that the City Council of Saint Paul accepts these grants and approves the changes identified on the Attached Budget Amendment to the 2017 budget.
