Title

Approving the use of Neighborhood STAR Year-Round Program grant funds for the Saint Paul - Changsha China Friendship Garden Phase 1 project in Phalen Regional Park, and amending the financing and spending budget in the Department of Parks and Recreation in the amount of $16,700 for the project.

 

Body

WHEREAS, on November 9, 2016, the Neighborhood Star Board reviewed a proposal from the Minnesota China Friendship Garden Society in partnership with Saint Paul Parks and Recreation for STAR grant financing through the Neighborhood STAR Year-Round Program for site preparation to install anticipated sister-city gifts from Changsha, China; and

 

WHEREAS, this project will positively impact Phalen Regional Park and the City of Saint Paul with the installation of a symbolic Hmong sculpture and replica of Changsha’s famous Aiwan Pavilion; and

 

WHEREAS, the Neighborhood STAR Board rated this project 4.2 on a scale from 1 (low) to 5 (high); and

 

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $16,700 in grant financing through the Ward 1 and City-wide Neighborhood STAR Year-Round Program; and

 

WHEREAS, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and

 

WHEREAS, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution; and

 

WHEREAS, it is the desire of the Department of Parks and Recreation to amend the financing and spending budget for the project in the amount of $16,700; now, therefore, be it

 

RESOLVED, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $16,700 in excess of those estimated in the 2015 Capital Improvement Budget; and, be it

 

FURTHER RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $16,700 is available for appropriation in the 2015 Capital Improvement Budget, and said 2015 budget, as therefore adopted by the Council, is hereby amended.
