Approving the extension of the 2016 Performance Agreement between the Saint Paul Neighborhood Network and the City of Saint Paul through February 28, 2017.
Body
WHEREAS, the cable franchise agreement with Comcast of St. Paul, Inc. provides the City may designate a non-profit entity, hereinafter referred to as the "Designated Entity," to manage public and educational access and community programming on the local cable television system; and
WHEREAS, a contract for services (Performance Agreement) between the City of Saint Paul and the Saint Paul Neighborhood Network, hereinafter referred to as "SPNN," which outlines the duties, responsibilities and obligations of the parties with respect to the management and provision of public and educational access and community programming by the Designated Entity, and which names SPNN as the Designated Entity, has been in effect and will expire on January 1, 2017; and
WHEREAS, both the City of Saint Paul and SPNN have been negotiating a new contract for 2017, but will not complete the negotiations by January 1, 2017: and
WHEREAS, SPNN and the City will provide to the City Council by February 22, 2017 a new Performance Agreement to take effect March 1, 2017; now, therefore, be it
RESOLVED, that the current Performance Agreement for the term January 1, 2016 - December 31, 2016, be amended to extend it to February 28, 2017; and be it
FURTHER RESOLVED, that the proper City officials are hereby authorized to execute the amendment to the Performance Agreement between SPNN and the City of Saint Paul, a copy of which is attached and incorporated herein by reference.
