Authorizing the Department of Parks and Recreation to apply for a Federal Land Access Program (FLAP) grant in the amount of $198,240 to provide for construction of the Pig's Eye pedestrian and bicycle trail.

 

Body

WHEREAS, the Federal Highway Administration (FHWA) is providing grants to local units of government through the Federal Lands Access Program (FLAP) to improve transportation facilities that provide access to Federal Lands; and

 

WHEREAS, the City of Saint Paul includes a portion of the National Park Service (NPS) Mississippi National River Recreation Area (MNRRA) which is considered land within Federal jurisdiction and qualifies the MNRRA for this grant program: and

 

WHEREAS, the City is proposing to build a pedestrian and bicycle trail through Pig’s Eye Regional Park to Pig’s Eye Lake to access a proposed National Park Service Paddle Share site to be built within the MNRRA and is seeking supplemental funding to  complete the project’s construction; and

 

WHEREAS, the City of Saint Paul Department of Parks and Recreation is seeking approval to submit a FLAP grant application requesting $168,000 $198,240 through this program to provide for construction of the Pig’s Eye pedestrian and bicycle trail; and  

 

WHEREAS, the City of Saint Paul Department of Parks and Recreation has previously secured the twenty (20) percent match requirements for the FLAP Grant Program, and has identified the matching funds to be provided through the Great River Passage Initiative budget; now, therefore, be it

 

RESOLVED, that the Department of Parks and Recreation is authorized to apply for the grant, and if awarded  to accept the grant award, and the proper city officials are authorized to excute such agreements as may be required.
