Title

Authorizing the Department of Parks and Recreation to apply for funding for environmental education programs and engagement with underrepresented groups in regional parks and, if successful, enter into an agreement providing indemnification for Capitol Region Watershed District.

 

Body

                     WHEREAS, Capitol Region Watershed District has a Partner Grants program; and

                    

                     WHEREAS, the City of Saint Paul is eligible to receive up to $20,000 in grant funds for eligible clean water projects including education programs and materials, organizing projects, workshops, events, or clean water landscaping projects; and

 

                     WHEREAS, it is the intention of Parks and Recreation to submit a proposal for $16,000 to engage youth from low-income families in the sPARK water quality education program in regional parks and engage current non-park users of regional parks in the Parks Ambassadors program to eliminate barriers to park use; and

 

WHEREAS, no match is required for this grant; and

 

 

WHEREAS, if funded, the grant agreement will require that the grantee indemnify Capitol Region Watershed District, its agents and employees from any claims or causes of action arising from performance of the grant agreement; and                    

 

WHEREAS, the Saint Paul City Council finds that accepting the grant funds will fulfill a public need; and

 

                      WHEREAS, the expenditure of public funds, which includes the promise of indemnification, for such a purpose will facilitate and enable it to take place, now, therefore, be it;

 

                     RESOLVED, that designated Parks and Recreation staff members are hereby authorized to seek funding on behalf of the City and, if successful, enter into an agreement with Capitol Region Watershed District to accept the funds on behalf of the City.
