Amending the financing and spending budgets in the Department of Public Works by transferring $100,173 of MSA financing from the Saint Paul Road Arterial Traffic Flow Improvement Project (SPART) into MSA Contingency and identifying a lapse of appropriation of Federal and Trunk Highway funding of $729,217.

WHEREAS, the SPART Project has been completed and can be closed out by resolving the financing and spending, and
WHEREAS, there is an available MSA balance of $100,173 within this project that the Department of Public Works proposes to transfer into MSA Contingency, and
WHEREAS, there is $729,217 Federal and Trunk Highway that needs to be identified as a lapse of appropriation, and
WHEREAS, the Mayor pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are available for transfer of appropriation, funds of $100,173 in the Capital Improvement Budgets, and
WHEREAS, the Mayor pursuant to Section 10.9 of the Charter of the City of Saint Paul, does certify that there are lapsed appropriations of $729,217 in the Capital Improvement Budgets, and
THEREFORE BE IT RESOLVED by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that there is $100,173 available for transfer of appropriation and is $729,217 lapsed appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by this Council, be hereby further amended in the Improvements Budgets in the following particulars:
