Authorizing Public Works to request Public Entity Innovation Grant funds from Ramsey County for recycling carts.

Body

WHEREAS, the City is committed to making Saint Paul one of the most sustainable cities in the United States; and,

WHEREAS, A Wilder Research study: Recycle it Forward, A comprehensive assessment of recycling and waste management, August 2013, informed City staff and leadership about residents habits and barriers to participation in the recycling program, and educational needs related to recycling and managing waste; and,

WHEREAS, the Wilder Research study recommended changes to the current residential recycling programs and other waste management programs within the city; and,

WHEREAS, in an effort to increase participation and the amount of material collected by improving convenience, the City will purchase carts to support residential recycling collection; and,

WHEREAS, Ramsey County has established the PEI grant program to support the purchase, assembly and distribution expenses for municipalities for up to 50% of the total cost for those items; and, 

WHEREAS, the City’s request of $1,879,501 in PEI Grant funds for municipal recycling carts from Ramsey County will allow the City to continue to improve the system for collection of recyclables and move it toward achieving established solid waste diversion goals;

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Saint Paul authorizes Kathy Lantry, Public Works Director, to apply for a PEI grant for recycling carts and upon a successful award authorizes Public Works to accept the grant from Ramsey County of up to $1,879,501.00 in support of the purchase of wheeled, lidded recycling carts; and,

BE IT FURTHER RESOLVED that the proper City officers are authorized to execute such agreement and any amendments, and thereby assume for and on behalf of the City all of the contractual obligations contained therein; and,
