Amending the financing and spending budget plans in the Department of Parks and Recreation by adding a $50,000 grant from the Ramsey County Soccer Partners Program and $25,000 from the Local Initiatives Support Corporation (LISC), for a total of $75,000, for the El Rio Vista Field Improvements project at the Paul and Sheila Wellstone Center/El Rio Vista Recreation Center.

WHEREAS, the City of Saint Paul and Neighborhood House, a local non-profit, community-based organization, jointly occupy and operate the facility known as the Paul and Sheila Wellstone Center/El Rio Vista Recreation Center located at 179 Robie Street, St. Paul, Minnesota, 55107; and
WHEREAS, the City of Saint Paul is the owner of the recreational fields located at the facility and Neighborhood House uses them as part of their programming; and
WHEREAS, the City of Saint Paul, Department of Parks and Recreation, partnered with Neighborhood House, to submit a Ramsey County Soccer Partners Program grant application requesting $50,000 through this program to provide for field improvements at El Rio Vista (CF 15-656); and
WHEREAS, the City of Saint Paul is currently making improvements at El Rio Vista; and
WHEREAS, the Ramsey County Soccer Partners Program has granted Neighborhood House (the Department of Parks and Recreation) $50,000 to assist in funding improvements to the fields; and
WHEREAS, the Local Initiatives Support Corporation (LISC) has granted Neighborhood House (the Department of Parks and Recreation) $25,000 to purchase and install a scoreboard at the El Rio Vista fields; and
WHEREAS, there is no City match required by these grants; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $75,000 in excess of those estimated in the 2016 Capital Improvement Budget; now, therefore, be it
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $75,000 is available for appropriation in the 2016 Capital Improvement Budget, and said 2016 budget, as heretofore adopted by the Council, is here by further amended as attached.
