Title

Approving a 2017 maximum property tax levy for the City of Saint Paul.

 

Body

WHEREAS, in accordance with Section 10 of the City Charter, Mayor Coleman presented to the City Council on August 9, 2016 the Mayor's proposed budget; and in accordance with City ordinance, Mayor Coleman presented to the City Council on August 10, 2016 the Library Agency's proposed budget with the combined Mayor's proposed budget and the Library Agency's proposed budget totaling $561,632,794 for operations and $60,935,000 for capital improvements; and

 

WHEREAS, the 2017 City of Saint Paul Proposed Budget included a Local Government Aid (LGA) revenue increase anticipated in a State of Minnesota special session which the State chose to forego; and

 

WHEREAS, the recommended maximum tax levy includes an increase from the 2017 proposed  tax levy to fill the LGA gap due to the special session not taking place; and

 

WHEREAS, the Mayor has taken into consideration levy limits imposed by the State of Minnesota and will report on the use of special levies and adherence to levy limits in accordance with State law; and

                                                                       

WHEREAS, the Mayor did recommend, as part of the comprehensive 2017 financing plan for the City of Saint Paul, that the 2016 net property tax levy payable in 2017 be $112,934,130 as detailed below:                                                                                         

    

WHERAS, the City Council amends the Mayor's recommended tax levy as follows:

      City Levy for Debt Service            13,651,009    13,651,009

      City Levy for Library Agency        17,621,116     17,723,157

      Total Recommended:                  111,122,430   112,178,553

NOW, THEREFORE, BE IT RESOLVED, that in accordance with Minnesota Statutes, Section 275.065 Subdivision 1, the City Council, after considering the Mayor's recommendations, but absent public hearings on the Mayor's budget proposal, does hereby accept the budgets for fiscal year 2017, as proposed by the Mayor, as constituting the proposed budgets for the City of Saint Paul and the Saint Paul Library Agency; and be it

                                                                       

FURTHER RESOLVED, that in accordance with the same referenced statute, the City Council, as a taxing authority, and after considering the Mayor's recommendation for property tax levies, including the requests of the Port Authority and the Library Agency, does hereby certify to the Ramsey County Auditor that the proposed maximum tax levy for the City of Saint Paul for taxes payable in 2017 (for use in calculating the Truth-In-Taxation notices to be mailed in November of 2016) as:
