Final Order approving the 2017 Right-of-Way Maintenance Program and 2017 Above-Standard Lighting Operation and Maintenance Program. (File No. 17ROW FINAL) (Public hearing held November 2)

Body

In the matter of establishing the level of maintenance to be performed in the city of Saint Paul, and the estimated amount of assessments to be levied against benefited properties, for the 2017 Right-of-Way Maintenance Program and 2017 Above-Standard Lighting Operation and Maintenance Program.

Under Preliminary Order:                     RES 16-1598                                          approved 10/05/2016; and

WHEREAS, the Council of the City of Saint Paul has conducted a public hearing upon the above maintenance improvement, due notice thereof having been given as prescribed by the City Charter; and

WHEREAS, the Council has heard all persons, objections and recommendations pertaining to said proposed maintenance improvement and has fully considered the same; now, therefore, be it

WHEREAS, City staff from the Office of Financial Services, Department of Public Works, Department of Parks and Recreation, and City Council are evaluating alternatives to the current funding structure for City’s Right-of-Way Maintenance Program; and

WHEREAS, the evaluation is likely to result in changes to the current funding structure; and

WHEREAS, such changes may result in assessments that are below the estimates attached; and

WHEREAS, the Charter section 10.04.1 states that “[t]he total of proposed expenditures shall not exceed the total of the estimated income or financing provisions in each of the budgets.”; now therefore be it

RESOLVED, that the Council of the City of Saint Paul does hereby order that the above-described maintenance improvement be made, and the proper City officers are hereby directed and authorized to proceed with the maintenance improvement; and be it

FURTHER RESOLVED, that upon the completion of said maintenance improvement, the proper City officers shall calculate all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.
