Approving the use of grant funds through the Ward 7 Neighborhood Star Year-Round Program for the East Side Community Gym and for three Dayton’s Bluff house rehabilitations.

WHEREAS, on August 10, 2016, the Neighborhood STAR Board reviewed a proposal for STAR grant financing through the Ward 7 Neighborhood STAR Year-Round Program to assist the Dayton’s Bluff District 4 Community Council and Darul Uloom Islamic Center with their East Side Community Gym project; and
WHEREAS, on August 10, 2016, the Neighborhood STAR Board reviewed a proposal for STAR grant financing through the Ward 7 Neighborhood STAR Year-Round Program to make major improvements to three vacant homes in the Dayton’s Bluff neighborhood; and
WHEREAS, the Neighborhood STAR Board rated the East Side Gym project a 4.73 and the Three Dayton’s Bluff Rehabs proposal a 2.73 on a scale from 1 (low) to 5 (high); and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of both activities by providing up to $50,000 in grant financing through the Ward 7 Neighborhood STAR Year-Round Program for the East Side Gym and up to $147,334 in grant funds for the three Dayton’s Bluff home rehabilitations; and
WHEREAS a waiver to STAR Guidelines requiring a $1 for $1 match is being recommended for the East Side Gym project; and
WHEREAS, due to the community significance of the Three Dayton’s Bluff Rehabs proposal, a waiver of STAR Guidelines requiring a for-profit entity receive a minimum of half of their STAR award in the form of a payback loan, an application fee and closing fee is being recommended; therefore be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
