Adopting the District 14 Macalester-Groveland Community Plan as an addendum to the Comprehensive Plan.
Body
WHEREAS, the District 14 Macalester-Groveland Community Plan was created by the Macalester-Groveland Community Council through a community-based process over the past several years; and
WHEREAS, the updated District 14 Macalester-Groveland Community Plan is intended to replace the previous District 14 Community Plan adopted in 2001; and
WHEREAS, the District 14 Macalester-Groveland Community Council adopted a draft of the Plan in 2015; and
WHEREAS, the District 14 Macalester-Groveland Community Plan outlines priorities and guiding policies for the District 14 planning district in the areas of economic and business development, housing, land use, historic preservation, parks and recreation, environment and water resources, community building, and transportation; and
WHEREAS, the Saint Paul Heritage Preservation Commission recommended adoption of the District 14 Macalester-Groveland Community Plan subject to certain modifications; and
WHEREAS, the Transportation Committee of the Planning Commission recommended adoption of the District 14 Macalester-Groveland Community Plan subject to certain modifications; and
WHEREAS, the Saint Paul Planning Commission held a public hearing on the District 14 Macalester-Groveland Community Plan on October 2, 2015; and
WHEREAS, the Neighborhood Planning Committee of the Saint Paul Planning Commission reviewed public testimony and the recommendations of the Saint Paul Heritage Preservation Commission and the Transportation Committee, and amended the District 14 Macalester-Groveland Community Plan to reflect its consideration of the testimony and recommendations; and
WHEREAS, the Saint Paul Planning Commission is authorized under Minnesota Statutes Section 462.355(2) and Chapter 107 of the Saint Paul Administrative Code to recommend to the Mayor and City Council amendments to the comprehensive plan; and
WHEREAS, the Saint Paul Planning Commission finds the District 14 Macalester-Groveland Community Plan to be consistent with the Saint Paul Comprehensive Plan; and
WHEREAS, the Planning Commission by its resolution 16-31 recommends to the Mayor and City Council adoption of the updated District 14 Macalester-Groveland Community Plan; and
WHEREAS, a public hearing before the City Council has been duly conducted at which all interested parties were given an opportunity to be heard; and
WHEREAS, the City Council has considered all the testimony and recommendations concerning the proposed District 14 Macalester-Groveland Community Plan, including the Planning Commission’s minutes and the Neighborhood Planning Committee’s memorandum and their rationale for their recommendations which the Council finds persuasive and thus hereby incorporates by reference into this resolution for the specific purpose of articulating the Council’s reasons and rationale for adopting the recommended District 14 Macalester-Groveland Community Plan.
NOW, THEREFORE, BE IT RESOLVED that the Saint Paul City Council hereby adopts the District 14 Macalester-Groveland Community Plan as an addendum to the Saint Paul Comprehensive Plan, contingent upon review as required by the Metropolitan Council; and
BE IT FURTHER RESOLVED, that the previous District 14 Community Plan, adopted in 2001, be decertified and replaced by the updated plan.
