Ratifying the assessment for improvements in the Payne Avenue & Bedford Street area. (File No. 19195B, Assessment No. 165204)

WHEREAS, the Saint Paul City Council in Council File 16-1316 accepted the Report of Completion for the assessment of benefits, cost and expenses for improvements in the Payne Avenue & Bedford Street area including roadway and lighting construction, the reconfiguration of the intersection at Payne Avenue, Bedford Street and Tedesco Street, the shortening of roadway crossings, the utilization of a more logical path for pedestrian routing, removal of concrete medians in Payne, the addition of a center turn lane, bicycle lanes, trees and additional greenspace; and
WHEREAS, the City Council held a public hearing on October 5, 2016 to consider ratification of the assessment roll; and
WHEREAS, the City Council considered and found satisfactory the assessment of benefits, costs and expenses for the construction work; now, therefore be it
RESOLVED, that the said assessment is hereby in all respects ratified.
RESOLVED FURTHER, that the assessment be made payable in twenty (20) equal installments.
