Title

Authorizing the Department of Parks and Recreation to accept up to $50,000 in cost share funding from the Ramsey-Washington Metro Watershed District to implement a clean water project at Phalen Regional Park, and to enter into an agreement with the District, which includes an indemnification clause, to accept the funds on behalf of the City.

 

Body

WHEREAS, the Ramsey-Washington Metro Watershed District (RWMWD) Best Management Practices (BMP) Cost Share Program offers financial assistance to efforts that protect and improve water and natural resources, and

 

WHEREAS, the City of Saint Paul is eligible to receive grant funds through the program; and

 

WHEREAS, the Department of Parks and Recreation requests permission to apply for and accept up to $50,000 in funding from RWMWD to construct a raingarden and install demonstration gardens at Phalen Regional Park for this purpose; and

 

WHEREAS, the Department of Parks and Recreation has engineering documents, provided by RWMWD, to facilitate installation of BMPs at the Phalen Lakeside Activity Center; and

 

WHEREAS, if funded, the grant agreement will require that the grantee indemnify RWMWD, its agents and employees from any claims or causes of action arising from performance of the grant agreement; and

 

WHEREAS, the Saint Paul City Council finds that accepting these grant funds will allow Parks and Recreation to fulfill ecological principles of water resources protection; and

 

WHEREAS, the expenditure of public funds, which includes the promise of indemnification, for such a purpose will facilitate and enable it to take place, now, therefore, be it

 

RESOLVED, that designated Parks and Recreation staff are hereby authorized to seek RWMWD Cost Share funds on behalf of the City and, if successful, enter into an agreement with the District, which includes an indemnification clause, to accept the funds on behalf of the City.
