Authorizing the use of a Project Labor Agreement (PLA) for a city project to construct a new Police Public Safety Training Facility at 600 Lafayette Road.

Body

WHEREAS, the City of Saint Paul has hired the Port Authority of the City of Saint Paul to manage the building of a new Public Safety Training Facility for the Police Department to be located at 600 Lafayette Road, which will include the construction of an approximate 42,000 square-foot facility to house staff, class rooms, scenario training areas, a virtual simulator and an indoor gun range with ample parking onsite (and across the street), (the "PSTF Project"); and

WHEREAS, the PSTF Project financing includes city bond funds in the amount $15,000,000; and an additional $3,000,000 donation from the Saint Paul Police Foundation for a total project budget (design, financing and construction) of $18,000,000; and

WHEREAS, notification regarding the possible use of a Project Labor Agreement ("PLA"), as originally authorized and required by the City Council in CF 09-584, adopted on June 3, 2009, was duly given to interested parties on June 9, 2016; and

WHEREAS, of the two responses received to the notification, one recommended support for the use of a PLA because it would provide for strong labor participation and improve timeliness and cost savings; and one recommended not requiring a PLA because the size of the project did not warrant such a requirement; and

WHEREAS, the Office of Financial Services, providing city oversight of the PSTF Project, and the Administration jointly recommend the use of a PLA on the PSTF Project; and

WHEREAS, the City Council finds that the use of a PLA will ensure a harmonious, continuous and stable workforce, which in turn will ensure the PSTF Project will be completed without work stoppage or interruption and in a manner that ensures utmost attention to safety, timeliness and budget; now, therefore, be it
