Authorizing the negotiation and execution of solar garden subscription agreements for up to 1,500,000 kilowatt hours with the operators of Community Solar Gardens selected through the Metropolitan Council’s Governmental Collaborative solar competitive request for proposal process.

WHEREAS, MN Statues of 2015 216B.1641 allowed for the formation of Community Solar Gardens, centrally located solar photovoltaic systems to provide electricity to participating subscribers, and directed the Minnesota Department of Commerce to develop a monetary credit for entities purchasing electricity from such gardens causing many governmental entities to express interest in the program to attain renewable energy goals and potential cost savings; and
WHEREAS, the Metropolitan Council led more than 40 local government entities including Ramsey County and the City of Saint Paul in a governmental collaborative solar procurement process to share purchasing powers in order to secure the most favorable terms and conditions for the purchase of solar garden subscriptions; and
WHEREAS, The Metropolitan Council conducted a procurement process on behalf of participating entities, and following evaluation of responses and a lottery to allocate community solar garden capacity to participating units of government, allocated to the city of Saint Paul up to 29% of the electrical generation capacity produced at community solar gardens to be developed by Geronimo Energy, LLC and BHE Renewables, LLC located at 21205 St. Croix Trail N, Scandia, MN 55073;
NOW, THEREFORE, BE IT RESOLVED, the Saint Paul City Council approves the selection of Geronimo Energy, LLC, 7650 Edinborough Way, Suite 725, Edina, MN, 55435, and BHE Renewables, LLC, 1850 N. Central Avenue, Suite 1025, Phoenix, AZ, 85004, for a subscription to a Community Solar Garden to be developed at 21205 St. Croix Trail N, Scandia, MN 55073; and
