2.                     Resolution Endorsing and Approving the Existing Minneapolis/Saint Paul Housing Finance Board’s Low Income Housing Tax Credit Procedural Manual and Its Existing Low Income Housing Tax Credit Qualified Allocation Plan for 2017, Citywide

 

Mr. Jonathan Sage-Martinson, HRA Executive Director, stated the HRA is proposing no changes to the existing Saint Paul Low Income Housing Tax Credit Program Procedural Manual and its QAP for 2017.

 

Joe Collins, PED Housing Counselor, provided background on the program and the QAP for 2017.

3.                     Authorization to Allocate Program Proceeds from the Former HUD Rental Rehabilitation Program and Enter into a Loan Agreement with St. Matthew’s Catholic Church for Capital Improvements at Casa Guadalupana, District 3, Ward 2

 

Mr. Jonathan Sage-Martinson, HRA Executive Director, stated this request is to award a forgivable loan to assist Casa Guadalupana in eligible capital improvements to provide a home for homeless families at St. Matthew’s Catholic Church.

 

Jeff Kassel, Chair of the Board of Casa Guadalupana, gave a brief history of the building, how Casa works with homeless families, and the planned improvements for the building.
