Recommending that Ramsey County implement bicycle facilities on Upper Afton Road between Burns Avenue and McKnight Road.

 

Body

WHEREAS, Ramsey County is planning a mill and overlay of Upper Afton Road between Burns Avenue and McKnight Road in 2016; and

 

WHEREAS, the City of Saint Paul Department of Public Works, in coordination with Ramsey County, is proposing to implement bicycle facilities on Upper Afton Road from Burns Avenue to McKnight Road within the project limits of the County’s mill and overlay; and

 

WHEREAS, the Council of the City of Saint Paul approved the Saint Paul Bicycle Plan (RES 15-476) on 3/18/2015; and

 

WHEREAS, the elements proposed for implementation are referred to and listed in the Upper Afton Road Project Summary of Engineering Recommendations dated 5/9/2016; and

 

WHEREAS, the elements proposed for implementation listed in the Upper Afton Road Summary of Engineering Recommendations includes removal of on-street parking on the north side of Upper Afton between Burns Avenue and McKnight Road; and

 

WHEREAS, between Burns Avenue and White bear Avenue, the elements proposed for implementation include striping a westbound bicycle lane and signing eastbound Upper Afton as a bicycle route; and

 

WHEREAS, the elements proposed for implementation includes removal of on-street parking on the north and south sides of Upper Afton between Burns Avenue and White Bear Avenue, and on the north side of Upper Afton between White Bear Avenue and McKnight Road; and

 

WHEREAS, between White bear Avenue and McKnight Road, the elements proposed for implementation include striping both eastbound and westbound bicycle lanes; and

 

WHEREAS, the elements proposed for implementation includes striping both eastbound and westbound bicycle lanes between Burns Avenue and McKnight Road; and

 

WHEREAS, parking occupancy counts, included in the Upper Afton Road Summary of Engineering Recommendations, were performed at representative time periods to measure parking utilization on Upper Afton Road within the project limits; and

 

WHEREAS, a public open house was held on 3/3/2016 to present information and receive feedback on the project as proposed; and

 

WHEREAS, The Transportation Committee of the Planning Commission considered the proposal for bicycle facilities on Upper Afton Road on 3/7/2016, and 5/2/2016, and offered comments and recommendations about the design as proposed; and

WHEREAS, The Transportation Committee of the Planning Commission considered the proposal for bicycle facilities on Upper Afton Road on 3/7/2016, and 5/2/2016, and offered comments and recommendations about the design identified in the Upper Afton Road Project Summary of Engineering Recommendations dated 5/9/2016; and

 

 

WHEREAS, Upper Afton Road is a County State Aid Highway under the Jurisdiction of Ramsey County; and

 

WHEREAS, the implementation of bicycle facilities on Upper Afton Road between Burns Avenue and McKnight Road will not proceed without Ramsey County approval; now, therefore be it

 

RESOLVED, that the Council of the City of Saint Paul does herby recommend that Ramsey County implement bicycle facilities on Upper Afton Road from Burns Avenue to McKnight Road, concurrent with the Upper Afton Road mill and overlay scheduled for 2016.
