Title

Authorization to Allocate Program Proceeds from the Former HUD Rental Rehabilitation Program and Enter into a Loan Agreement with St. Matthew’s Catholic Church for Capital Improvements at Casa Guadalupana, District 3, Ward 2

Body

WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul (“HRA”) recognizes the problems created by homelessness and the need to improve existing supportive housing facilities that serve very-low income residents of Saint Paul; and

                     

WHEREAS, the HRA has program income from the former HUD Rental Rehabilitation Program available that can finance supportive housing capital improvement projects; and 

 

WHEREAS, Casa Guadalupana (“Casa”), a Minnesota non-profit corporation, provides emergency shelter to homeless Latina women and families at a facility (the “Facility”) leased from St. Matthew’s Catholic Church (the “Church”); and

 

WHEREAS, Casa proposes to install capital improvements at the Facility in order to ensure safe environments for homeless families and upgrade energy preservation equipment, and the Church supports Casa’s proposal and has agreed to permit the improvements to the Facility, to execute loan documents with the HRA and to permit the Facility to be used as security for the loan, as provided in the attached staff report; and 

 

WHEREAS, the HRA recognizes that capital improvements proposed by Casa are eligible expenditures of program income from the former HUD Rental Rehabilitation Program. 

 

NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota as follows:

 

1.                     That HRA hereby allocates $127,161 of program income from the former HUD Rental Rehabilitation Program for the installation of capital improvements at the Facility to ensure safe environments and reduce energy costs; and

 

2.                     That the Executive Director is hereby authorized to enter into a Loan Agreement with the Church and negotiate contractual terms and conditions necessary for the  installation of capital improvements at the Facility in accordance with the attached staff report, the Supportive Housing Initiative of the Invest Saint Paul Program, as adopted on August 8, 2007, and the appropriate use of program income from the former HUD Rental Rehabilitation Program; and 

 

3.                     That the execution and delivery of the said Loan Agreement between the Church and the HRA is hereby authorized by the Board of Commissioners to be executed on its behalf by the Chairperson or her designated Commissioner, the Executive Director of the HRA or Acting Executive Director, and the Director of the Office of Financial Services of the City of Saint Paul; and 

 

4.                     That upon satisfactory completion of the improvements, and other obligations, in accordance with the terms of said Loan Agreement, the execution and delivery of the Certification of Completion to the Church is hereby authorized by the Board of Commissioners to be executed on behalf of the Authority by the assigned project manager, subject to all the remaining conditions/restrictions required with the use of the program income from the former HUD Rental Rehabilitation Program; and

 

5.                     That the Executive Director of the HRA is hereby authorized to negotiate and agree to any amendments, deletions or revisions to the Loan Agreement which do not substantially change the rights or obligations of the HRA or the Church under the Loan Agreement and further continues to comply with the use of program income from the former HUD Rental Rehabilitation Program and take such further action necessary to implement this resolution; and

 

The budget amendment as required to allocate program proceeds from the former HUD Rental Rehabilitation Program in the form attached hereto is approved.
