Authorizing the Department of Planning and Economic Development to accept funds from the Federal Reserve Bank of Philadelphia for Jonathan Sage-Martinson to speak at a Gentrification Symposium in Philadelphia on May 25, 2016.

WHEREAS, Jonathan Sage-Martinson has been invited to be a speaker at the Research Symposium on Gentrification and Neighborhood Change (“Symposium”), hosted by the Federal Reserve Banks of Philadelphia and Minneapolis, the U.S. Department of Housing and Urban Development, and the Furman Center for Real Estate and Urban Policy at New York University, to be held on May 25, 2016, at the Federal Reserve Bank of Philadelphia. This one-day Symposium will focus on the causes, consequences, as well as policy responses to gentrification; and
WHEREAS, the Symposium, which will highlight emerging research on gentrification and neighborhood change in urban areas, will also feature views from practitioners, and the Federal Reserve Bank of Philadelphia is requesting that Jonathan Sage-Martinson share his insights with attendees by serving as a speaker on the panel entitled Perspectives from the Practitioners: Best Practices and Case Studies on Equitable Development in Neighborhoods; and
WHEREAS, the Federal Reserve Bank of Philadelphia has offered to pay the cost of the airline ticket, travel expenses, and hotel accommodations for Jonathan Sage-Martinson to attend this Symposium; and

WHEREAS, there is a public purpose in having Jonathan Sage-Martinson attend this Symposium insofar as he will be able to discuss and share with development persons the best practices surrounding the Symposium’s topics and real estate development in Saint Paul and bring those ideas to his daily work experiences to benefit the City of Saint Paul and its citizens, and this Resolution complies with Section 41.03 of the City’s Administrative Code;

NOW, THEREFORE, BE IT RESOLVED by the City of Saint Paul’s City Council that:
