Authorizing the Housing & Redevelopment Authority to loan the Public Works Department the cost for the West Side Flats Storm Water Study, less the money from grant funds.

WHEREAS, the City intends to conduct a stormwater study for the West Side Flats area in Saint Paul, which is within the Riverfront Redevelopment Project Area; and
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota is willing to loan the Department of Public Works the cost of the Study, less the grant funds from the Environmental Protection Agency, provided that the Department of Public Works assesses the total cost of the study, less the grant funds, against the benefitting property owners when the overall capital project is completed and that the Housing and Redevelopment Authority’s loan is repaid from the collection of such assessments.
Now, therefore be it, RESOLVED, that the proper City officials are hereby authorized to execute and approve on behalf of the City the “Record of Inter Department Loan” between the City of Saint Paul’s Department of Public Works and the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota.
