Comments:  SA was to remove garbage, rubbish, discarded furniture, household items, tires, etc., and to remove graffiti.  Property was re-inspected on 10/6/15; inspector found PO had not complied with orders; issued two separate work orders to clean up the property and remove graffiti.  A graffiti waiver was received on 10/2/16; therefore, there was no charge for removal of graffiti on the property.

 

History of Orders on Property:   This is a Category 3 vacant building which file was opened on 10/1/15; referred by Fire C of O who condemned the building on 8/27/15.  There have been subsequent orders issued to maintain property: SA issued on 10/30/15 to remove discarded items on property; letter to remove snow/ice issued on 1/28/16; SA issued on 1/29/16 to remove refuse and debris; SA issued on 4/8/16 to remove refuse and debris.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Property Clean Up service on October 8, 2015 at 1169 UNIVERSITY AVENUE WEST (File No. J1605A2, Assessment No. 168524) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
