WHEREAS, the Solid Waste Hauler & Vehicle and Solid Waste Hauler (Each Add’l Vehicle) licenses held by Trojes Trash Pick Up, Inc. d/b/a Trojes Trash Pick Up, Inc. (License ID #20120004877) for the City of Saint Paul were the subject of a Notice of Intent to Suspend Licenses dated February 8, 2016, stating the licensee failed to pay delinquent license and late fees, schedule an inspection of their vehicles and submit a current Schedule of Charges; and

WHEREAS, per Saint Paul Legislative Code §310.05 (m) (2), the licensing office also recommended a $500.00 matrix penalty for failure to have the vehicles inspected and submit a current Schedule of Charges required to maintain the license; and

WHEREAS, a representative from Guide Source, a financial consulting firm, responded to the Notice of Intent to Suspend Licenses on February 24, 2016, to state the licensee filed Chapter 11 in Bankruptcy Court on January 7, 2016 and his firm was assigned to handle his financial affairs; and

WHEREAS, during a conversation with Guide Source on March 15, 2016, the representative stated the current Schedule of Charges and check for the delinquent license and late fees were ready to be sent out and he would contact DSI the following week to schedule the vehicle inspection; and

WHEREAS, the Department of Safety and Inspections has not been contacted to schedule the vehicle inspections or received a current Schedule of Charges and payment of the delinquent license and late fees; and

WHEREAS, the Notice of Intent to Suspend Licenses stated that if the licensee failed to pay the delinquent license and late fees, have the vehicles inspected and submit the Schedule of Charges or request a hearing by February 18, 2016, the matter would be placed on the consent agenda to impose the recommended penalty; now, th...
