Approving the 2015-2016 Emergency Solutions Grant Fund recipients.

WHEREAS, on January 12,1988, the Council of the City of Saint Paul approved the procedures to allocate the Emergency Solutions Grant Program (“ESG”) funds, formerly known as the Emergency Shelter Grant Program, given to the City by the U.S. Department of Housing and Urban Development (“HUD”); and
WHEREAS, during December 2015, the City of Saint Paul issued a Request for Proposals for the ESG Year 2015-2016 which invited eligible nonprofit organizations to submit proposals to use ESG funds to serve Saint Paul homeless residents; and
WHEREAS, the 2015-2016 budget for the ESG funds received by the City from HUD is $579,908; and
WHEREAS, in accordance with the approved procedures, the Emergency Solutions Grant Review Committee was consulted about the 2015-2016 ESG grant requests, and based upon review of the Committee and city staff, the following organizations are now being recommended for funding in the funding amounts as noted in the attached Budget Analysis:

5. Catholic Charities - Listening House
6. Catholic Charities Dorothy Day Center Rapid Rehousing
7. Emma Norton Residence
8. Face to Face Health and Counseling Service -SafeZone Youth Center
9. The Family Place
10. Hmong American Partnership
11. Interfaith Action of Greater Saint Paul - Project Home
12. Lutheran Social Services - Safe House for Teens
13. Minnesota Assistance Council for Veterans
14. Neighborhood House - East Side Family Center
15 South Metro Human Services - PHOP
16. Southern MN Regional Legal Services-Project Hope
17. The Salvation Army - Booth Brown House
18. Theresa Living Center Transitional Housing and Rapid Rehousing Programs
19. West Side Community Health Services-House Calls
21. Wilder Foundation Research Center
22. YWCA Saint Paul Transitional Housing and Rapid Rehousing Programs

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul accepts and approves these recommendations for the expenditure of the Emergency Solutions Grant funds; and
BE IT FURTHER RESOLVED that the City Council authorizes the appropriate City staff to execute contracts with the abovementioned organizations in accordance with city, state, and federal regulations; and
BE IT FURTHER RESOLVED that the City Council authorizes City staff to make the budget adjustment as necessary to recognize the existing unspecified contingency; and
BE IT FINALLY RESOLVED that upon the recommendations of the Mayor, the City Council adopts these changes to the 2015-2016 ESG Budget as noted in the attached Budget Analysis.
