Approving and adopting the Amended Lead Water Service Replacement Assessment Program.
Body
WHEREAS, the Board of Water Commissioners of the City of Saint Paul (the “Board”) adopted Resolution No. 4339, which approved a Lead Water Service Replacement Assessment Program (the “Program”), pursuant to the authority granted the Board and the City of Saint Paul by Chapter 504 Laws of the State of Minnesota 1994; and
WHEREAS, the Council of the City of Saint Paul did subsequently adopt Resolution No. 94-1743, which approved and adopted said Program; and
WHEREAS, the Board adopted Resolution No. 4759, which approved an Amended Lead Water Service Replacement Assessment Program dated February 13, 2001 to extend eligibility for the Program to all properties located within the City of Saint Paul, to allow for an assessment period of up to 20 years, and to revise procedural steps in order to improve the implementation of the Program; and
WHEREAS, the Council of the City of Saint Paul did subsequently adopt Resolution No. 01-205, which approved and adopted the Amended Program; and
WHEREAS, the Board now desires to further amend the Program to clarify the limits of work that can be assessed and change the policy on disbursement of funds in order to make payment directly to the plumbing contractor; and
WHEREAS, Board staff has prepared an Amended Lead Water Service Replacement Assessment Program dated March 8, 2016, which does accomplish the desired changes; and
WHEREAS, the Board adopted Resolution No. 16-421, which approved the Amended Lead Water Service Replacement Assessment Program dated March 8, 2016 and subsequently requested that the Honorable Council of the City of Saint Paul approve and adopt said Amended Program; now, therefore, be it
