WHEREAS, in the matter of the Appeal of Fannie Faye Neal to a Notice of Condemnation as Unfit for Human Habitation and Order to Vacate plus Summary Abatement Orders at 1016 Aurora Avenue, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
