Pertaining to an amendment to the Lead Service Replacement Assessment Program.
Body
WHEREAS, the Board of Water Commissioners adopted Resolution No. 4339, which approved a Lead Water Service Replacement Assessment Program (the “Program”), pursuant to the authority granted the Board and the City of Saint Paul by Chapter 504 Laws of the State of Minnesota 1994; and
WHEREAS, the Council of the City of Saint Paul did subsequently adopt Resolution No. 94-1743 which approved and adopted said Program; and
WHEREAS, the Board adopted Resolution No. 4759, which approved an Amended Lead Water Service Replacement Assessment Program dated February 13, 2001 to extend eligibility for the Program to all properties located within the City of Saint Paul, to allow for an assessment period of up to 20 years, and to revise procedural steps in order to improve the implementation of the Program; and
WHEREAS, the Council of the City of Saint Paul did subsequently adopt Resolution No. 01-205 which approved and adopted the Amended Program; and
WHEREAS, the Board now desires to further amend the Program to clarify the limits of work that can be assessed and change the policy on disbursement of funds in order to make payment directly to the plumbing contractor; and
WHEREAS, staff has prepared an Amended Lead Water Service Replacement Assessment Program dated March 8, 2016, (“Amended Program”) which does accomplish the desired changes; now, therefore, be it
RESOLVED, that the Board of Water Commissioners does hereby approve the Amended Lead Water Service Replacement Assessment Program dated March 8, 2016; and, be it
FURTHER RESOLVED, that the Honorable Council of the City of Saint Paul is hereby requested to approve and adopt said Amended Program.
